Severn Township Short-Term Rental Licensing Starts January 2027
Last updated October 2026
The Township of Severn covers Washago, Coldwater, Sparrow Lake, the Severn River and the north end of Lake Couchiching, and it is about to start licensing short-term rentals. Council approved a licensing program in June 2026, and it launches on January 1, 2027. Applications are expected to open in late fall 2026. If you rent your cottage for short stays in Severn, use the next few months to get ready.

What Severn has approved so far
According to the Township's short-term rentals page, the licensing by-law was approved at the June 24, 2026 Special Council meeting. It followed a May 20, 2026 decision in which Council chose "Option #2" from Report No. A26-019, a direction meant to "support responsible short-term rental activity."
The program goes live January 1, 2027. The Township says the application form and program guide are expected to be available in late fall 2026, so operators can "review the requirements and prepare their submissions" before launch. The page will be updated as materials are finalized.
How Severn defines a short-term rental
The Township describes a short-term rental as one where "all or part of a dwelling unit is used to provide sleeping accommodations" for a rental period of less than 28 to 30 consecutive days in exchange for payment. Elsewhere the page uses "less than 28 consecutive days." Until the final by-law and guide come out, plan as if any stay under four weeks will need a licence.
What we don't know yet
As of October 2026, the Township hasn't published:
Licence fees
The detailed list of application documents
Whether there will be inspections, occupancy limits, demerit points or caps
How it will be enforced after launch
We'll update this post when the program guide is released. Until then, be wary of anyone quoting specific Severn fees or rules. They haven't been announced.
How to prepare now
Every municipality writes its own rules, but recent licensing programs in cottage country ask for similar things. Nearby Oro-Medonte, Huntsville and Muskoka Lakes all ask for some combination of the items below. Gathering them now means you can apply as soon as Severn's portal opens.
1. Proof of ownership and property details
Have a recent property tax bill, deed or MPAC notice ready, along with the number of bedrooms and sleeping areas.
2. Insurance that covers short-term rental use
Several municipalities ask for a certificate of insurance with the rental clause highlighted. Call your broker now to confirm your policy covers paying guests. Many standard cottage policies don't.
3. Septic records
Rural and waterfront properties are often asked for septic information, and some municipalities tie occupancy limits to septic design. Find your septic permit or as-built records.
4. Fire and life safety
Working smoke and carbon monoxide alarms, fire extinguishers and clear exits are standard requirements under other programs. A simple floor plan showing exits and equipment is commonly requested.
5. Site plan, parking and waste
Sketch your lot with the driveway, parking spaces and buildings. Write a short garbage and recycling plan for guests. Rural pickup schedules and wildlife make this a common complaint area.
6. A local responsible person
Many programs require a contact who can respond to concerns quickly. If you live in the GTA, decide now who that will be.
7. House rules and a guest guide
Codes of conduct for renters are becoming standard. Clear rules on noise, fires, parking and occupancy protect your neighbours and your licence.
Don't forget tax compliance
Licensing also affects your income tax. The Canada Revenue Agency denies expense deductions for short-term rentals that don't comply with provincial or municipal licensing and registration rules, for tax years after 2023. Once Severn's licence is required, operating without one could cost you your deductions as well as municipal penalties.
Plan your 2027 season
If you already take bookings for summer 2027, keep an eye on the Township's page and apply as soon as applications open. Don't assume you can operate unlicensed after January 1, 2027.
